Using Fox Powers is an individual preference. You can simply play the Fox Powers from the highest to the lowest. Or, you can use the numbers in each of the individual categories to handicap a race just as you would using a racing form.

I, personally, do both. But the final determination should always rest with the highest Fox Powers. Then with the small number to the left of the Fox Power. That number indicates that the horse is the highest in that number of my handicapping categories.

Next, pay attention to standout numbers in my categories. For example, a horse in a sprint with 12 points for E/S and none of the others over 3, is a threat to wire the race. Lone speed is very dangerous in a race. Consider other categories likewise. A horse with a Fox Power of zero is a 1st timer or a foreign horse. I don't rate them as I value your money. I can't be accurate on them except for the jockey/trainer number. If it's very high compared to others and the horse has a very low morning line, do not dismiss that horse.
